Opportunities for Revision of Rwanda’s GBV Policy

For the 16 Days of Activism for the Elimination of GBV CARE Netherlands and CARE Rwanda have analysed Rwanda’s existing policy against gender-based violence (GBV) and outlined opportunities for improvement.

The Government of Rwanda plans to undergo a policy revision soon, and now, though the Every Voice Counts programme, CARE Rwanda and partner Pro-Femmes Twese Hamwe are prepared to showcase the evidence that CARE has to offer regarding different approaches to eliminating GBV and scaling up what works.

Eliminating GBV: what should we do?

We know that we must engage men and boys to transform harmful social norms, streamline and clarify coordination and responsibilities, ensure adequate funding for implementation, institutionalise ongoing monitoring and evaluation, and always put women at the center of the policy. There is a real opportunity in Rwanda to make lasting, positive change for thousands of citizens experiencing GBV and to achieve gender equality.
